Default Got a problem unlocking City Navigator 2009 - Try updating your version of MapSource
I just purchased a copy of the 2009 City Navigator Europe DVD and tried to unlock it using Garmin's increasingly more complicated system without success.

After a while I noticed that the version of MapSource supplied on the DVD with CityNavigator is version 6.14 and this didn't seem to let me use the connection to Garmin.com to unlock the map (Garmin.com kept repeatedly telling me that it was unlocked but the product would not release the map)

I then downloaded the latest version (6.15) of MapSource and retried and this work.

If the problem is indeed with version 6.14 not being compatible with the unlock system then it is a bit paradoxical as the disk more or less forces you to install that version.

Anyway, if you're reading this looking for a solution this may help.
